This is advanced professional long range planning work at the working supervisory level. The successful candidate will be responsible for preparing long range plans guiding the growth and development of the City (e.g. Official Community Plan), community plans, and long range city-wide strategies.  The work includes undertaking studies and policy reviews in the areas of growth management, residential, commercial, industrial, parks and open space land uses. The successful candidate prepares and executes implementation timetables and coordinates the activities in the achievement of these studies, including coordinating the involvement of various internal and external agencies, and developing and executing public consultation programs that support the work. The Planner 3 is responsible for supervising professional and technical subordinates, and exercises independent action and judgement involved in assisting in the supervision of the operation of a section. The Planner 3 will plan, assign, supervise and participate in the work of professional and technical staff engaged in the research and preparation of complex development plan concepts. The Planner 3 also establishes and maintains liaison with various interested parties, government agencies, boards, commissions and committees relative to work performed; attends and participates in public meetings as appropriate. Performs related work as required.

Qualifications include university graduation in an appropriate discipline, plus a postgraduate degree in Community and Regional Planning and considerable related professional planning experience or an equivalent combination of training and experience. Thorough knowledge of the principles, practices, techniques, methods and procedures applicable to municipal planning; of the policies, rules, regulations, by-laws and legislation governing long range planning of a local government specifically and planning department operations in general. Ability to plan, assign and supervise the work of a small group of professional and technical subordinates and to coordinate the input of other planning department sections; to perform professional planning and supervisory work with a minimum of supervision; to establish and maintain effective working relationships with staff and with internal and external contacts and authorities; to represent the Director and act for a supervisor as directed. Membership or eligibility for membership in the Canadian Institute of Planners is required.
