Main Purpose & Function
Reporting to the Safety Manager in Engineering Services, the OHS Superintendent is the primary resource and lead for Occupational Health and Safety (OHS) within a specific branch of Engineering Services. The OHS Superintendent is responsible for ensuring branch compliance with OHS regulations and standards as well as related City policies and programs. Working with their Branch staff and other Engineering OHS staff, this position is responsible for planning, implementing, monitoring and review of Occupational Health and Safety and is a key driver of continuous improvement. The OHS Superintendent provides safety leadership and promotes a culture of psychological and physical safety commitment at the City of Vancouver.
This position requires interaction with a diverse group of people including; employees, managers, supervisors, union staff, WorkSafeBC, BC Municipal Safety Association, vendors and other internal and external stakeholders.
Specific Duties/Responsibilities

  • Provides safety leadership coaching and direction to operations to achieve timely, cost effective, compliant and best practice safety commitment and safety outcomes.
  • Leading the branch in OHS compliance (regulatory and internal programs) through ongoing audits and inspections, focusing on continuous improvement per the City’s safety management system.
  • Ensuring development/update of risk assessments and implementation of OHS related programs and procedures.
  • Collecting and analyzing relevant OHS data, statistics and metrics for the branch.
  • Analyzes operating procedures, materials and conditions at work sites to determine risks of physical and psychological injury and occupational disease.
  • Holds responsibility for developing and implementing measures for controlling workplace hazards and limiting loss and liability for assigned areas.
  • Partners with operational leadership to effectively plan, organize and utilize resources to deliver an integrated, value added safety service to assigned areas.
  • Managing branch OHS training needs, coordinating delivery of occupational health programs and delivering training as needed.
  • Managing and leading branch incident investigations, including emergency scene management when applicable.
  • Managing the Joint Health and Safety Committee as the Employer Co-Chair.


Minimum Qualification Requirements
Education and Experience:

  • Degree or Diploma; or Certificate in Occupational Health and Safety with relevant experience; professional designation (CRSP, ROH or CIH) is preferred.
  • A minimum of 3 years of experience leading operations focused teams in OHS, including planning, implementing and managing health and safety systems.
  • Experience working in a complex unionized environment is an asset.


Knowledge, Skills and Abilities:

  • Ability to plan, organize, develop and influence safety across all levels of assigned area.
  • Proven ability to drive continuous improvement, safety commitment and compliance
  • Strong interpersonal, written (including technical writing) and verbal communication skills
  • Ability to align individuals to a shared safety commitment vision
  • Excellent knowledge of the current and emerging legal and operational safety needs of the City and assigned operations.
  • Ability to understand assigned business operations needs and how to integrate compliance and commitment into safety business practice
  • Strong group facilitation skills and the ability to engage stakeholders and lead with inspiration and vision
  • Excellent organizational skills and proven ability to manage multiple projects or initiatives
  • Strong computer skills in SAP and Microsoft Office and ability to prioritize and organize work, handle multiple assignments, and meet deadlines.
  • Proven customer service orientation
  • Ability to manage in a crisis environment


Driver's License:

  • A current and valid Class 5 BC Driver’s License or higher and a satisfactory driving record
  • Local area travel is a requirement of the position; may be assigned to and /or rotated through various City operations and/or safety projects.
