Collection and Enforcement Officer (SGEU-Level 6FTA)
Revenue Division, Ministry of Finance
Ministry of Finance, Revenue Operations Branch, requires a Collection and Enforcement Officer with proven communication, analytical and negotiating skills to participate in the routine collection and enforcement of delinquent taxes payable to the province.  This position is located in our Regina head office. 
As a member of a professional team of collection officers you will contact taxpayers by phone, correspondence and/or in person, to obtain outstanding returns, establish tax liabilities, and to ensure compliance with the filing and remittance requirements of the various statutes administered. 
You will review financial information to determine account balances, assess outstanding taxes, and calculate penalties, commissions and interest payable.  In addition, you will provide detailed information to taxpayers with respect to tax account information, taxation requirements and penalty assessments in accordance with legislation.  Where voluntary compliance is not received, you will initiate appropriate documentation and steps to begin the legal collection process.
You will have knowledge of:

  • Introductory accounting, including accounting, theory, standards and practices;
  • Investigation and debt collection methods and techniques such as, skip-tracing, interviewing/questioning, etc.

You will have demonstrated the ability to:
  • Examine, understand and appropriately apply regulations, policies and guidelines;
  • Gather relevant information, analyze data, identify and select options to make recommendations and workable decisions within established guidelines;
  • Verbally and/or in writing explain financial/administrative matters/policies/procedures/collection actions at a level appropriate to the audience;
  • Work independently and/or participate as a contributing member of a team to achieve common goals of the branch;
  • Calmly listen, assess and clarify problems on collection issues and respond with options verbally and/or in writing to a variety of audiences who may be angry/confused/upset or uncooperative;
  • Educate, influence, persuade or convince others in order to achieve understanding and negotiate/reach an agreement
  • Perform mathematical applications to calculate, verify and reconcile financial/taxation information;
  • Access, retrieve, maintain, and enter information, create and generate queries, reports and documents using word processing databases, spreadsheets, and other software packages with speed and accuracy.
