This is complex accounting and analytical work in support of the Payroll Manager, senior management, and external auditors. The incumbent assists in a variety of accounting and payroll operations, monitors and analyzes accounts and statements to ensure accurate and informative presentation of data and compliance with established procedures and policies; assists in the preparation of a variety of materials such as  payroll reports, statements, and year-end and period-end working papers, as directed; assists in the performance of audits and testing of payroll systems and procedures, as directed; assists in designing and revising systems, documents, and forms as required; recommends changes in methods and procedures. Performs related work as required.

Qualifications include completion of the twelfth grade and third year of a recognized accounting program (CPA) and sound related experience; or an equivalent combination of training and experience. Considerable knowledge of principles, practices, procedures, and systems applicable to Municipal payroll and accounting; of applicable laws, regulations, and statutory requirements governing municipal financial operations; of computerized data processing operations as related to the work performed. Ability to analyze and interpret various financial, payroll, accounting and cost control information and data and to develop logical solutions to financial reporting problems; to prepare a variety of payroll statements, reports, and schedules related to the work performed. Ability to use software programs related to the work, such as SAP and Microsoft Excel is required. Experience with Query Manager and Business Intelligence (BI) reporting is an asset.
