Job Description

An exciting and challenging opportunity exists for a Permanent, Full-Time Assistant Operations Manager to join the City of Kamloops team! The Assistant Operations Manager is accountable for the planning, organizing and supervision of staff involved in the preparation, administration, construction, inspection and project management of infrastructure projects included in the annual capital budget specifically construction by City work forces and contracted work, local improvements and utility installations. This position is also responsible for the tenders of equipment and reviewing budgets for projects.
Typical duties of this position include:

  • Provides construction supervision and project management of internally constructed roads and utilities projects.
  • Provides contract administration or project management, as required, for externally constructed capital projects.
  • Develops construction specifications and standards.
  • Monitors capital projects scheduling and budgets; reports status of projects and budget on a regular basis to the Manager and/or Director.
  • Establishes and supervises a complex system for cost control, including approving invoices, reviewing and consolidating budgets and seeking approval for re-assignment of funds as required.


The successful candidate must have the following qualifications:

  • Minimum seven years’ experience in a Municipal Operations Environment.
  • Minimum five years’ experience in Municipal Construction or Inspection.
  • Completion of courses related to construction inspection and project management.
  • Previous supervisory experience, specifically of staff engaged in the construction of diverse capital projects.
  • Previous experience preparing and administering complex estimates, contracts and cost control systems and budgets.
  • Extensive experience in scheduling, ordering, field supervision, quality control, and production of all phases of construction, as well as the construction industry.
  • Extensive theoretical and practical knowledge of the construction industry and maintenance of all above and below-ground works typically encountered in a municipality.
  • Demonstrated knowledge of project management and civil engineering principles and practices as applied to the planning, design, construction and maintenance of municipal infrastructure.
  • Demonstrated knowledge of applicable legislation, including WorkSafe regulations, Master Municipal Contract Documents (MMCD) and the Construction Lien Act.
  • Valid Class 5 BC Driver’s License.

    Monday – Friday: 7:00 a.m. - 3:00 p.m. (summer) 8:00 a.m. - 4:00 p.m. (winter)
