The Assistant Manager, Budgets and Administration is responsible for operating budgets and financial analysis. An incumbent conducts and manages the department’s operating budget process including providing financial advice to managers, dissemination of information, coordination of reporting, analysis and update of the departmental budget; compiles and coordinates budget documents and other reporting submissions with Finance. The incumbent manages administrative staff directly and through a subordinate supervisor; provides leadership, direction and guidance to subordinates including recruitment, performance management, training and coaching; conducts investigations and administers discipline. The incumbent also develops and reviews business practices, processes and systems in order to recommend and implement best practices; manages, facilitates and assists with a variety of department-wide strategic projects to promote efficiency in processes and resource allocations; coordinates the development, implementation and maintenance of corporate systems to meet the business and financial information needs of the department; acts for the Manager, Budgets and Administration during absences. Performs related work as required.

Qualifications include Bachelor’s Degree in Business Administration, Accounting or a related discipline, completion of a recognized accounting designation (CPA) and 8 years of related experience preferably in municipal government, or an equivalent combination of education, training and experience. Experience working in a unionized environment is considered an asset. The role requires considerable knowledge of the functions and business requirements of the Engineering Department; the principles, practices, procedures and systems applicable to financial administration, budgets and accounting operations; various budgeting tools and City systems (e.g. SAP, GIS, Energov, Infor8) and Public Sector Accounting Board reporting. The role requires the ability to prepare and monitor current and long-term operating budgets; plan, organize, develop and implement budgeting processes and services; work collaboratively and interact respectfully with others; lead and/or participate in projects and facilitate and/or participate in policy and process review and development. At least 4 years of supervisory experience of a medium sized team and experience in zero based budgeting would be considered an asset.  Driver’s Licence for the Province of British Columbia is required.
