The Assistant Director – Civic Buildings performs professional, administrative and supervisory work related to architectural design, structural engineering and building construction. An incumbent is responsible for directing the design and construction of a variety of civic buildings and facilities; acts as project manager on major construction and renovation projects; oversees and directs the work of staff, consultants and contractors; conducts field inspections, monitors and evaluates construction work, arbitrates disputes regarding construction matters; examines plans in the preliminary and working drawing stages for suitability of layout, accuracy, economy and conformance to municipal standards; prepares recommendations regarding acceptability of same; prepares complex technical reports, project specifications and budgets, terms of reference, and recommendations regarding design standards; assists in preparing contracts; assists the legal department in matters pertaining to agreements between the City and architectural and engineering consultants and participates in the selection of same; and liaises with a variety of internal and external contacts, handling difficult and sensitive public relations matters. Performs related work as required.

Qualifications include a Degree in Architecture, and member of or eligibility for membership in the Architecture Institute of B.C. or Degree in Engineering, with a Professional Engineering designation (P. Eng), 10 years of related professional experience or an equivalent combination of education, training and experience. This role requires thorough knowledge of: architectural design and construction principles and practices and engineering practices and procedures; building costs, materials, methods and practices; B.C. Building Code, zoning and related municipal legislation.  Requires the ability to: direct, supervise, assign and review the work of subordinates; establish priorities and set goals and objectives; act as project manager on major construction projects; solve complex technical problems, either directly or in consultation with other authorities; review, analyze, assess and interpret plans, specifications, contracts and other material; lead contract dispute resolutions; communicate effectively orally and prepare clear and concise complex technical reports; work independently and within a team environment; establish and maintain effective working relationships with a wide variety of internal and external contacts; and represent the Division and/or City at meetings. The role requires skill in the use of various software applications. Driver’s License for the Province of British Columbia is required.
